Your bookings close on a call. Google Ads only ever sees the enquiry.

Someone enquires about your tour today. A few emails later, they pay their deposit and the booking is confirmed. Great news for your business, but does Google Ads know it happened?

If it only tracks the initial enquiry, Google can’t see which clicks are actually bringing in bookings. Offline conversion tracking helps join the dots, so you can see what’s generating business, not just enquiries.

Why doesn't Google Ads see bookings that close on the phone?

Google Ads counts what it is told about and nothing else. On an ecommerce site a tag fires on the confirmation page and sends the order value. A bespoke operator has no confirmation page, because the sale happens in a conversation that may start weeks after the click. The last thing the tag sees is the enquiry form.

So enquiry-led accounts end up bidding on form fills. The algorithm learns to find more people who fill in forms, and a form fill from someone browsing for ideas looks identical to one from a couple ready to spend five figures on a honeymoon.

Enquiries and bookings are two different conversion actions

Measure enquiries and bookings as separate conversion actions in Google Ads. One counts qualified enquiries. The other carries the booking value when a deposit lands, often weeks later.

Google Ads only bids towards Primary conversion actions. Secondary actions appear in the "All conversions" column and are ignored by bidding unless they sit in a custom goal (Google Ads Help: primary and secondary conversion actions). Which one you make Primary is a bidding decision you can change later.

How offline conversion import works

Offline conversion import links a sale made away from your website to the ad click that started it. If any of the four parts below breaks, the upload fails or credits nothing.

1. Capture the click ID on the enquiry

With auto-tagging on, every Google Ads click lands with a gclid parameter in the URL. Your form needs a hidden field that stores it, and that value has to travel with the lead into whatever system your consultants work in. Google lists auto-tagging and storing each GCLID with the prospect's record as prerequisites (Google Ads Help: offline conversions using GCLID). GCLIDs are case sensitive, so anything that reformats the field will break the match.

For phone enquiries, call tracking with dynamic number insertion ties the call to the session and so to the click.

2. Track the lead's stage in the CRM or call-tracking tool

Someone has to mark the lead as booked and record what it was worth. Usually that means a consultant updating a status in the CRM or the call-tracking tool. If the update is skipped or made a month late, no upload can recover it.

3. Upload the booking with value and conversion time

Each upload row carries the click ID, conversion action name, conversion time with time zone, value and currency. The API requires the action to be of type UPLOAD_CLICKS and the time in yyyy-mm-dd HH:mm:ss+|-HH:mm format (Google Ads API: manage offline conversions). Use the date the deposit was paid as the conversion time. Google reports the conversion against the date of the original click, so last month's figures keep rising as bookings come in. After creating a new conversion action, Google says to wait 4 to 6 hours before uploading to it.

Upload windows matter for long sales cycles. Google's GCLID guide sets the click-to-conversion limit at 14 or 90 days depending on the data source; Data Manager looks back 90 days for Google Sheets, SFTP and HTTP and 14 days for warehouses like BigQuery (Google Ads Help). A Costa Rica itinerary that takes four months to book will fall outside the 90-day window. A booking that closes after the window cannot be credited to the click, so measure your enquiry-to-deposit lag before you build.

4. Enhanced conversions for leads as the alternative

Enhanced conversions for leads matches on hashed email or phone instead of the click ID. The Google tag hashes them from the form, you later upload the booking with the same details, and Google compares them with signed-in Google accounts.

Requirements from Google Ads Help (Google tag setup) and the Tag Manager version: auto-tagging on, the customer data terms accepted, an email address and/or phone number collected on the lead form, and form-interaction collection enabled in the Google tag. Google recommends it to new users over GCLID-only imports, and says both kinds of upload move to the Data Manager API from 15 June 2026. If a third-party connector does your upload, check it has moved.

What this looks like for our Costa Rica client

Our client sells luxury tailor-made trips to Costa Rica, mostly to travellers from the US, Canada and the UK. Enquiries arrive through a trip-planning form on their website, and trips are agreed after that, away from the site. We have kept the client anonymous and shown their results relative to a starting month rather than in dollars. Everything below was checked in their Google Ads account in October 2026.

The only Primary conversion action is an offline upload of qualified enquiries from our lead-tracking platform into Google Ads, counted once per click. The website form action is set to Secondary and records roughly the same volume, so enquiries are not double counted.

A conversion in this account is a qualified enquiry that our lead-tracking platform has passed to Google Ads. None of the figures below count bookings.

The enquiry series

Until mid-January 2026, newsletter signups were also a Primary conversion. That roughly doubled the conversion count in late 2025 and makes those months useless for comparison. The like-for-like series starts in February 2026.

February was the account's weakest month, so comparing it with July overstates the change. June to September, with cost per enquiry steady at 45% to 50% below February, is the fairer picture.

What changed was the data, not the ads. We moved the account to server-side tracking and set our lead-tracking platform to pass qualified enquiries back to Google Ads, so the conversion Smart Bidding optimises towards is a real lead rather than any form fill. With a cleaner signal, bidding puts more of the budget behind the searches that produce enquiries worth answering. Seasonality plays a part too, and a single account cannot separate the two cleanly, so read the drop as the result of better data plus a normal season, not proof of one cause.

The value gap

Conversion values do reach Google Ads, but in lumps on single days. One day in June, two leads arrived carrying a five-figure value between them. One day in August, four leads did the same. Several months, including February, April and July, show no conversion value at all.

A lead-tracking platform can usually send a value that is added after the lead, so a booking agreed weeks later does not have to be lost. Whether it arrives depends on how the integration is configured, and on whether the sales team records a value against every booked lead. Lumpy values like these usually mean one of the two is only partly in place. That is the first thing to check in any account showing this pattern: take a lead that has a booking value and confirm whether that value ever reached Google Ads.

Smart Bidding therefore sees a steady flow of enquiries and an occasional, unexplained spike of value attached to a handful of them. With most bookings carrying no value in Google Ads, a value-based strategy has little to learn from.

The next step: split enquiry from booking

The fix for this client is the structure described above. The qualified-enquiry action stays as the enquiry count. A second conversion action, "Booking", carries the booking value, sent when the deposit is paid, with the deposit date as the conversion time. It has to be set up so that only a genuine booking triggers it. Even if the existing integration already updates enquiry values, the separate action is still worth having, because it records the booking as its own event, so Google Ads can tell an enquiry from a sale.

Two decisions come with it. The first is to start the "Booking" action as a Secondary action. Google Ads records it but does not bid on it, so the bookings and values can be checked against the CRM first. Once the data matches and there is enough booking volume, it can become Primary and start steering bids. The second is what to do with bookings that close after the upload window, which on a long-lead luxury trip may be a real share of them. Before building anything, compare enquiry dates with deposit dates for recent bookings to find the typical gap, rather than assuming it.

Restating the value on an existing enquiry is the other route. Conversion adjustments require the original conversion to carry an order ID, must be made within 54 days, and only count for bidding if made within 7 days of the conversion being recorded (Google Ads Help: adjust your conversions). A booking agreed three weeks after the enquiry misses that 7-day window, so a separate booking action suits enquiry-led sales better. Check that your upload sends an order ID either way. A lead ID inside your tracking tool is not proof that one reaches Google Ads, and without it the value cannot be corrected later.

For operators who sell through a booking engine as well, the online side is covered in booking tracking for tour operators and server-side tracking for booking platforms.

Checklist

  1. Auto-tagging is on in Google Ads.
  2. The enquiry form stores the gclid in a hidden field, and it survives into the CRM unchanged.
  3. The form collects email and phone, if you plan to use enhanced conversions for leads.
  4. Consultants mark leads as booked, with a value and the deposit date, within days.
  5. Enquiry and booking are separate conversion actions, and only one of them carries the booking value.
  6. Only the actions you want Smart Bidding to use are Primary. Check the form tag is not also Primary.
  7. You know your typical enquiry-to-deposit lag and how much of it falls past 90 days.
  8. Your upload connector has moved to the Data Manager API.
  9. Booking value in Google Ads is checked against the CRM every month.

Questions operators ask

How do I get phone bookings into Google Ads?

Phone bookings reach Google Ads through offline conversion import. Call tracking or a hidden form field links the enquiry to the Google click ID. When the booking closes, your CRM or call-tracking tool uploads it to a Google Ads conversion action with the click ID, value and conversion time. Enhanced conversions for leads can match on hashed email or phone where the click ID is missing.

What is the time limit for importing offline conversions?

Google allows 14 or 90 days from click to conversion, depending on the data source: 90 days for Google Sheets, SFTP and HTTP, 14 days for warehouse sources such as BigQuery. A booking that closes after that cannot be credited to the original click.

Should bookings or enquiries be the Primary conversion?

That depends on volume and data quality. Enquiries arrive quickly and in larger numbers, so Smart Bidding has more to learn from. Bookings carry the real value but arrive later and in smaller numbers. The lower-risk order is to keep enquiries Primary, add bookings as Secondary, and decide once the uploaded values match the CRM.

Is enhanced conversions for leads better than GCLID import?

Google recommends that new users start with enhanced conversions for leads. It matches on hashed email or phone, so it can credit leads where the click ID was lost. It needs an email or phone on the form, the customer data terms accepted, and a CRM that keeps the same contact details the customer entered.
